David’s educational background includes graduation from Cornell University.

Nina Peji is the Chief of Staff at Muller Infrastructure. With a remarkable talent for talent identification and placement, Nina’s expertise plays a pivotal role in shaping successful teams within the organization. Her keen eye for aligning individuals with their ideal roles ensures optimal fit and enhances overall team performance. She holds a degree from George Mason University’s College of Public Health.

Matt Tuchi brings over 35 years of expertise in higher education capital improvement project financing to our team and clients. Since 1988, Matt has collaborated with top universal banks and municipal advisory firms, specializing in tailoring unique financing arrangements nationwide. His experience encompasses extensive P3 activity across diverse security structures and funding alternatives, earning him industry awards and recognition. Matt is a proud graduate of the University of Arizona.

Steven Foley currently serves as the Director of Marketing for Muller Infrastructure. With over a decade of experience in strategic marketing, he specializes in crafting impactful campaigns that drive business growth and enhance brand reputation. Steven’s expertise spans various sectors within the infrastructure industry, where he has successfully developed and executed comprehensive marketing strategies. He holds a degree from the University of Vermont.

Karl Reichelt is a globally recognized infrastructure leader, delivering over 50 successful P3 projects in 10 countries and 15 U.S. states. He has successfully facilitated over $20 billion CAPEX investments in greenfield P3 projects, focusing on intricate social, transportation, and energy infrastructure developments. Karl serves on advisory boards for Legion Healthcare Partners, Cornell University, and the Himalayan Climate & Science Institute.

John Buttarazzi is a public-private partnership (P3) expert with a track record of over $3 billion in successful P3 and economic development ventures, including the first U.S. commercial airport P3. Previously serving as Senior Vice President at Empire State Development Corporation, he launched and oversaw the P3 Unit. Currently, he imparts his knowledge as an adjunct professor at Georgetown University and a visiting lecturer at Princeton University.

Rick Geddes is a Professor in Cornell’s Jeb E. Brooks School of Public Policy and a Professor of Economics at Cornell. He is Founding Director of the Cornell Program in Infrastructure Policy, or CPIP. Rick is a member of the graduate fields of Systems Engineering, Regional Science, and Economics. He is concurrently a Non-Resident Senior Scholar at the American Enterprise Institute in Washington, DC.

Dr. Monica Goldson is the retired CEO for Prince George’s County Public Schools (PGCPS). She currently serves on President Biden’s HBCU Advisory Panel and the Maryland State Board of Education. During her tenure, Dr. Goldson leveraged a full-scope alternative financing model to design, build, finance and maintain the internationally-recognized Blueprint Schools construction program to build six new PGCPS schools — the first U.S. public school system to use a P3 for construction.

Geoff Chatas serves as Executive Vice President & Chief Financial Officer at the University of Michigan. He oversees a portfolio inclusive of U-M’s investment office, finance and accounting, enterprise strategic risk management, staff ombuds, facilities and campus operations, HR and shared services. Before joining U-M, he served as the SVP & COO for Georgetown University, where he was responsible for a budget of $1.3 billion and 3,000+ staff members.
